The current state, in comparable figures
Energy per light point, energy-efficiency index and rating under ITC-EA-01, and an estimate of the flux escaping upwards. All of it next to the national reference, so you can tell whether your lighting sits above or below the Spanish average.
The sky you have and the sky you could have
Estimated sky brightness, Bortle class and number of visible stars, now and with the improved installation. This is the part that needs no technical background and the part that works in a council meeting.
What complies and what does not
Levels checked against the ITC-EA-02 lighting classes and upward-flux limits against ITC-EA-03 and Castilla y León Law 15/2010. Over-lighting is included: exceeding the reference level is as much a breach as falling short.
An improvement scenario you can show
The simulator applied to your geometry, with a link you can open in a meeting and move in front of whoever needs convincing. It is not a construction project and does not replace a lighting study: it is the tool for deciding whether commissioning one is worth it.
What documents are needed
Every council should have these: Royal Decree 1890/2008 requires installations to be documented, and Castilla y León Law 15/2010 imposes adaptation and monitoring duties. They are usually in the last energy audit or inside the supply contract specifications. In order of usefulness:
- 01Inventory of light points, even if it is only the spreadsheet from the last audit.
- 02Annual public-lighting consumption in kWh for the last three years, per feeder cabinet if possible.
- 03Predominant luminaire type and wattage per area.
- 04Operating regime: switch-on schedule, time-based dimming or remote management.
- 05Municipal lighting zoning, if you have it approved (Law 15/2010, arts. 6 and 7).
You do not need all of it to write to us. Fill in what you know now and we will work out the rest by talking. Nothing you send is published: no contact details, no cabinet locations, no contract prices. Whatever gets published, if anything, is agreed with you first.

Astroval is a non-profit association. This is not a commercial service and there is no luminaire supplier behind it: it is outreach, and the goal is for the province of Valladolid to be lit well and to see its stars. If your council would rather start with a talk or a stargazing outing, that works too.
